Your higher self as you use the term is yourself that exists continuously in NPMR. It is 'you' because both of these experiences are occurring to the same IUOC which is always your real existence. The rest is an experience of that real and base existence as an IUOC existing on the RWW (like the glowing cocoon of CC). That NPMR 'self' has many past and probably only one present 'sub self' as you, Bill, in your terminology. You will automatically be reintegrated with your NPMR self at the end of this experience packet in PMR. This is not something necessary to do. It is something which Tom has done and he describes sharing his conscious simultaneously and in what proportion he wishes between them as necessary. It is a possible goal if you have a reason for it. It is not a necessity. Your NPMR self receives the best that you produce in this life and you remain a real part of it to the degree that your contribution is of value.
You as your NPMR self can remember many past lives and all of the past PMR experiences are available in the past actualized data base and a certain number of unactualized data bases will be retained as of value for purposes of study. It, your NPMR self, exists only at the time sequence defined by the CS as now but has access, as do you when you learn how, to the past data bases and the future potential data base to the extent that you learn how and there is value in your experiencing them. It is not a matter of existing outside of time but of having access to other times. Where do you connect your data stream based upon your Intent. As CC said, you are moving your perception point but instead of moving it within your own 'glowing cocoon', you are connecting the source of your perception to other data sources. You must of course have within yourself the correct experiences available in order to subjectively receive those experiences with real closeness to the original source. If your internal 'filaments' per CC do not align well with those of the incoming data stream, then your subjective experience will be 'off' to the degree of misalignment. The patterns will only match as well as they match.
Carlos Castaneda did not have access to the reality of Consciousness Space and with a limited range of NPMR based upon the Nagual's tradition/lineage. They did not understand what was on the other side of the barrier that they perceived between themselves and the Eagle which was their metaphor for AUM and the CS. Their model of reality was PMR centric. It included access to NPMR beings such as Mescalito, the plant-man that is described as associated with peyote usage. Tom's model of reality does not have this limitation and explains what is beyond that barrier and a great deal about how consciousness arose. It connects to millenia old metaphysical sources, including the Buddha, and shamanic sources of all of history including that of the Naguals which were a branch of shamanic understanding. Tom indeed follows in the general shamanic tradition of being the explorer of the non physical that returns to give his people the benefit of his explorations. Such is my opinion.
